I see some sites that allow absentee bidding before an auction but do not allow the online bidders to bid at the live auction. How does this work?

This is sometimes used to allow people to place pre-bids on items in the auction before the live auction begins.  Once the live auction begins, the pre-bidding is closed.  If the pre-bid is accepted and no higher bid placed on the floor, the pre-bid wins the item.
